The Compliance Requirement, Briefly
The DOJ’s Title II web rule sets WCAG 2.1 Level AA as the standard for what public institutions publish online, including the theses and dissertations in your ETD repository. Compliance is due April 26, 2027 for institutions serving a population of 50,000 or more, and April 26, 2028 for smaller public entities; many universities have set internal deadlines a term or more earlier.
